Recognising its potential, developers Émile and Isaac Pereire, two influential financiers, spearheaded the creation of the Ville d’Hiver (Winter Town), a district filled with extravagant Belle Époque villas, designed as luxurious retreats for aristocrats and the bourgeoisie.
