A Farewell to a Reign: Luxembourg Celebrates Its Grand Duke One Last Time

As Luxembourg celebrates its National Day on 23 June 2025, the occasion carries a special weight: it is the final time the country will mark the official birthday of Grand Duke Henri before he abdicates in favour of his son, Hereditary Grand Duke Guillaume, this coming October.

This year’s festivities are not only a tribute to the Grand Duke’s 25-year reign but also a moment of reflection on the country’s transformation under his leadership.

Why 23 June? A Date of Convenience and Tradition

Although the National Day is officially celebrated as the Grand Duke’s birthday, 23 June is not the actual birth date of any reigning monarch. The tradition dates back to 1961, when Grand Duchess Charlotte and her heir, Jean, both had birthdays in January. To avoid poor weather conditions for public celebrations, a Grand Ducal decree fixed the date to 23 June. This was formalised by the Arrêté grand-ducal du 23 décembre 1961, which established 23 June as the official day for celebrating the sovereign’s birthday, regardless of the reigning monarch’s actual birth date. Since then, it has remained unchanged, regardless of the monarch’s actual birthday.

A Quarter Century of Change: The Reign of Grand Duke Henri

Grand Duke Henri ascended the throne on 7 October 2000, following the abdication of his father, Grand Duke Jean. Over the past 25 years, Luxembourg has undergone significant political, economic, and social changes.

Under his reign, Luxembourg strengthened its role within the European Union, hosting key EU institutions and playing a mediating role during the eurozone crisis of 2008–2012. The country also saw the introduction of free public transport in 2020, a pioneering move in Europe.

The Grand Duke has been a symbol of unity during challenging times, including the COVID-19 pandemic, when he addressed the nation with messages of solidarity and resilience. His reign also witnessed the legalisation of same-sex marriage in 2015 and the continued diversification of Luxembourg’s economy, particularly in finance, space technology, and digital innovation.

In 2008, Grand Duke Henri made headlines when he refused to sign a law legalising euthanasia for reasons of conscience — a decision that led to a constitutional amendment in 2009, stripping the sovereign of the power to sanction laws and limiting the role to promulgation only.

A World in Motion: Geopolitical Events During His Reign

Grand Duke Henri’s reign coincided with a period of global upheaval and transformation. In the early 2000s, Luxembourg supported NATO operations in Afghanistan and contributed to EU peacekeeping missions in the Balkans. The 2003 Iraq War sparked debate across Europe, with Luxembourg aligning itself with a multilateral approach to diplomacy.

The 2008 global financial crisis tested the resilience of Luxembourg’s financial sector, which emerged stronger through tighter regulation and international cooperation. The Grand Duke played a ceremonial but unifying role during this period of economic uncertainty.

In 2015, the European migrant crisis brought new challenges to the continent. Luxembourg, under the Grand Duke’s moral leadership, advocated for solidarity and hosted EU summits to coordinate responses.

More recently, Russia’s invasion of Ukraine in 2022 marked a turning point in European security. Luxembourg joined EU sanctions and increased defence spending, while the Grand Duke publicly expressed support for Ukraine’s sovereignty and the importance of European unity.

Throughout these events, the Grand Duke maintained a neutral but principled stance, often using his Christmas speeches to reflect on peace, human rights, and the importance of remembering history — including the 80th anniversary of the liberation of Auschwitz in 2025.

A Popular Monarch

A recent survey conducted by TNS-Ilres for RTL and published in June 2025 found that 82% of respondents view Grand Duke Henri favourably, citing his discretion, dignity, and ability to represent Luxembourg internationally as key strengths. His approval rating places him among the most respected public figures in the country.

The Transition: A New Chapter Begins

On 3 October 2025, Grand Duke Henri will officially abdicate. The transition has been carefully planned. In October 2024, Hereditary Grand Duke Guillaume was appointed Lieutenant Representative, a constitutional role that allows him to act on behalf of the Grand Duke.

The abdication ceremony will take place at the Grand Ducal Palace, followed by the swearing-in of Guillaume at the Chamber of Deputies. The new Grand Duke and his wife, Princess Stéphanie, will then greet the public from the palace balcony and participate in celebrations across the country, including stops in Wiltz, Dudelange, and Luxembourg City.

National Day 2025: A Special Celebration

This year’s National Day celebrations span three days, from 21 to 23 June, and are among the most elaborate in recent memory.

On 21 June, festivities began with concerts and a sound-and-light show projected onto the Grand Ducal Palace. On 22 June, the traditional torchlight procession (Fakelzuch) lit up the streets of Luxembourg City, followed by a spectacular fireworks display launched from the Adolphe Bridge.

Today, 23 June, the official ceremonies include a 21-gun salute, a military parade along Avenue de la Liberté, and a solemn Te Deum at Notre-Dame Cathedral. The day concludes with more concerts and the City Sounds music festival at Champ du Glacis.

The ArcelorMittal (formerly ARBED) building on Avenue de la LibertĂ©, adorned with national colours, stands as a striking backdrop to the parade, symbolising both the country’s industrial heritage and its modern identity. For several years, it also housed parts of the University of Luxembourg during its early development phase. Today, the building belongs to the Banque et Caisse d’Épargne de l’État (Spuerkeess), which acquired and renovated it to preserve its historic character while giving it a new institutional role.

Looking Ahead

As Luxembourg bids farewell to Grand Duke Henri’s reign, the nation looks forward to a new chapter under Grand Duke Guillaume. The monarchy remains a deeply rooted institution, and this peaceful transition reflects the stability and continuity that define the Grand Duchy.
